Position Overview

This position will be responsible for managing the implementation of REFORM’s legislation in states.  As a member of the Advocacy team, this role will work closely with local stakeholders to ensure that REFORM’s legislative successes achieve the greatest possible impact.  This will require an understanding of how agencies throughout the justice system function and the incentives and challenges that may facilitate or hinder implementation of legislation. This position will represent REFORM in the states serving as an ongoing presence after a bill has been passed.  In this capacity, this position requires someone capable of building strong working relationships with a diverse range of stakeholders (e.g. probation chiefs, judges, community advocates) across the political spectrum. The long term success of this role will be seen in both maximizing the impact of previous legislation and in providing REFORM’s Advocacy team with insights into potential future reforms that could be included in new legislation. 

Core Responsibilities

  • Manage the implementation of legislation in states where a REFORM supported bill has passed.
  • In partnership with the Research team, assess and monitor the impact of legislation to determine strategies for improving implementation to achieve the greatest potential impact. 
  • Establish relationships with relevant stakeholders in states to provide support and or monitor the implementation of legislation in achieving the desired outcomes.
  • When possible, provide direct support to the public agencies most impacted by legislation, including developing materials, offering training, connecting departments with peers from other jurisdictions, etc.
  • Advocate for streamlined processes that can accelerate the number of people benefiting from legislation. 
  • Work with other REFORM departments to draw attention to the impact legislation is having.
  • Build a network of justice experts that can serve as resources for REFORM and the states in which we are working.
  • Represent REFORM in professional settings (e.g. conferences, webinars, etc) to promote the importance of implementation work and REFORM’s commitment to sustained impact in states.


 

Qualifications

  • 8-10 years experience working directly with justice stakeholders, preferably parole/probation departments and the courts, around launching/managing new programs and evidence based practices.
  • Bachelor’s degree or higher, though other comparable experience in this field will be considered and accepted
  • Deep understanding of justice system and evidence based practices, especially parole and probation
  • Experience in developing and providing trainings and technical assistance to justice system stakeholders, a plus
  • Strong communication skills (verbal and written) and ability to to communicate across multiple audiences, especially those with diverse and at times opposing viewpoints
  • Experience of managing multiple projects simultaneously, ideally across different jurisdictions
  • Comfortable working on new projects where goals and objectives may not be entirely clear at the outset and need to be established
  • Capable of working independently to move projects forward with only general direction and input from supervisor
  • Project and program management experience a plus
  • Must be a “fit” with REFORM values: constant learning, respect for individuals, higher standards, business impact 

Salary + How to Apply

Salary range for this position: $200,000-$225,000
